The Americans with Disabilities Act () was enacted in 1990 to ensure people with disabilities have the same opportunities as everyone else to participate in all aspects of American life. Modeled after the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, religion, sex, or national origin, the is an equal opportunity law for people with disabilities. The prohibits discrimination based on disability.
Under the law, the City of El Mirage strives to assure its services, programs, and activities are readily accessible and usable by qualified persons with disabilities. The City will reasonably modify practices, policies and procedures to ensure participation is afforded to everyone. The City of El Mirage invites and welcomes people of all abilities to use our services, programs, and activities.

Complaints, Grievances and Contact Information
Complaints that a city service, program, or activity is not accessible to persons with disabilities or that a civil rights violation has occurred should be directed to the City Clerk's Office after filling out a complaint form.
